Contingent labor is widespread in Russia, despite the fact that the phenomenon is a relatively recent Western and is present in the domestic labour market.
According to Magram MR, the market for recruitment of temporary staff over the past year grew by 11% to 29.3 billion rubles, as compared with 2011 – has doubled. Increased and the number of agencies that provide temporary staff, from 195 in 2013 to 218 in 2014.

Using outstaffing and outsourcing, the company gains a number of significant advantages: it saves the company’s budget while improving the performance indicators, personnel unloads the service, eases the tax base, and significantly reduces the risks associated with labor disputes.
Why are these tools still are not approved by the authorities and trade unions. The answer is simple: unscrupulous companies trying to cheat their employees, dodging taxes and not paying wages, but such companies, fortunately, still a minority. The majority of companies in the Russian market are fair game and faithfully perform its obligations to the employees. But, despite this, significant changes in this aspect happened.
As noted by Svetlana Belova, member NP «labor market Experts», starting in 2014, many recruitment agencies offer their clients to avoid the use of outstaffing services and to sign new outsourcing contracts.
